CONVENTION FOR THE SAFETY OF LIFE AT SEA.

With reference to the request of your Committee that

we should express an opinion on the above mentioned Convention

in respect of it's application to local shipping, we have now

to hand you herewith a memo giving a general expression of

our views on the subject.

As has already been verbally explained to you the

major portion of the Convention deals with constructional

work of vessels, navigation and other technical matters

regarding which we do not feel called upon to deal with að

the importance of such section in our opinion calls for expert

assistance.

It is desirable to point out that in putting forward

the attached memo that same must only be looked upon as a

general expression of our views and it is suggested that the

local Government be asked to inform your Committee of the

nature of the reply it is proposed to send to the Imperial

Government. If same is to be a mere expression of opinion

the enclosed nemo, should suffice, should, however, it be

necessary to forward an exhaustive report and deal with the

Convention Article by Article the appointment of a fully

representative Committee including experts in ship construction

and navigation would seem to be necessary.
